A Reaction to the 08/09 Philippine Human Development Report: Sen. Edgardo J. Angara, together with ministers and representatives from Brunei, China, Hong Kong, Columbia, Indonesia, Japan, Korea, Singapore, Vietnam, and Western Australia, attended the 7th Ministers' Forum on Infrastructure Development in the Asia Pacific Region at Mandarin Oriental Hotel, Singapore with a theme in line with the Singapore International Water Week: Integrating Water Infrastructure Development with Sustainable Urban Solutions. The convention aims to provide international ministers and senior officials with a unique platform to discuss development strategies and policies, exchange views and share rich experiences in infrastructural development.

This is the highest award given to municipality legislators who showed exceptional commitment to public service.
